Yes. The published load capacity assumes every pre punched hole is filled with a square twist nail. Missing nails reduce the connection strength well below its rating.
What size joist hanger do I need?
Match the hanger width to the joist width exactly then choose a height at least 60 percent of the joist depth. A 47 x 200mm joist takes a 47mm hanger around 125mm or taller.
